If you suggest the same URL to the same category, it should overwrite the previous suggestion.
In any case, the editor is responsible to the ODP community and guidelines for writing the description that's actually used. But the better your suggested description, the more help the editor is likely to find it. ("better" of course meaning "guidelines-compliant").
