If a site is rejected, will the author be notified?

I submitted a site more than 2 months ago but have not got response yet. I do not want to bother the editors in fear of delaying the process further. But I have some generic questions:

1) I wonder if the site is rejected, am I supposed to be notified.
2) If a site is rejected, do we have the chance to improve and resubmit it?
3) If I submitted it to a wrong category and then re-did the process for another category, is this considered as spam for rejection? If so, do I get another chance to re-submit?

1) No.
2) It depends. If it's what we consider "spam", no. If it's what we consider inadequate content, and you add content, then yes.
3) Two submissions does not a spammer make. In fact, the FAQs encourage you to submit a second time to the correct category if your first submission was to an incorrect category. Just don't get carried away.
