If no editor for the category?

I have notice that some of the category do not have editor, is it true?
How should I submit my site to a category with no editor?
If i have submited my site to a category that do not have editor, will my site wait forever to be listed?
:icon_ques How about if i submit my site to a wrong category, will someone help to put it into correct category?
