If there is not an editor for a catagory

If there is not an editor for a catagory called Widgets and I've submitted a Widget site does that mean that Widget sites waiting approval won't be looked at until a new Widgets editor is found?

Can an editor of Gadgets or even an editor of Sniglets jump in and edit the Widgets catagory? Does that ever happen?

Would the fact that I own a Widgets site prevent me from editing the Widgets catagory, if I were to apply?

If there is not a Widgets catagory editor, is there any hope at all that Widgets sites waiting approval will get a look-see?
