Can someone please directly link me to where and how I would submit a webmaster's forum?

But right now, you can't suggest any site anywhere; see the Announcement.

As hutcheson said, the suggestion form is down for the moment... When it returns (the announcement will change to tell you), the technique to use is to find the one category that best fits the content of your site, then click the "Suggest URL" link at the top of the page... In the meantime it could be an idea to read up a bit about the process...
