Is it okay to submit to one topic and one regional cat

My site is already placed in the topic category. Would it be okay to submit to a regional category?

Yes (ish)
If your site contains information about its regional relevance, submit it to the lowest category that covers all physical locations (usually to the Locality level). Try to ensure that any locations are mentioned on the site.
