Is there a link to submit site?

I keep on going to the DMOZ.org site, and it goes back and forth from,
http://dmoz.org/help/submit.html

and

http://dmoz.org/add.html

But there's no place where I can submit my website. Can someone give me the link or the instructions to do so?

Navigate to the category you're interested in.
Read the category description if there is one (link towards top right).
If your site fits, click the suggest URL link at top right.
Fill out the form.

... and if the category you try to submit to does not offer to suggest a site, it basically means you should choose a subcategory or less broad category.
