Can anyone tell me if an automated confirmation email is sent immediately after a url has been submitted for review? I would also like to know the average amount of time spent needed to become an effective editor;I don't want to get in over my head.

No e-mail is sent, people who suggest a site immediately receive a confirmation screen.

How much time....the million dollar question.

The real answer is how much do you want to give. The minimum editing requirements to keep a password active would probably amount to 15 minutes every three months. Anything you want to contibute above that is welcome, and the only real pressure you will feel in terms of wanting more, will be from within.

No one can make you contribute mroe time than you are willing to give -- and our attitude is that if you only do six edits a year, that is six edits that someone else wil not need to do. And, since there is no concept of slots or staffing requirements, or headcount -- even if you do only the bare minimum in terms of edits, you are not taking up space and you are not keeping anyone else from editing.

Thanks for your quick reply. Becoming an editor sounds even better to me now. Some people excel without the whip being cracked contrary to belief.
Going to apply now.

I'm afraid you'll have to wait until the technical problems are fixed, hummingbird (see the Announcement at the top of the forum).
In the meantime, these FAQ contain lots of suggestions to help you with your application. Reading and following them might save you a lot of time and increase your chances of being accepted. :)
Good Luck!
