I have read your Editor Application's Policy. But please let me know. Is there any other way to submit a website in Dmoz?

There's just the standard way of suggesting a website. Visit the category where you think it should be listed and click on the suggest URL link at the top of the screen. (If there isn't one, try a deeper category)

As has been said a few times in this forum, the simplest/best policy is to suggest the site once in the category which the content best matches, then forget about it.
Sooner or later an editor will review the suggestion.
