Why don't you create a feature of delete the member account? So that user close the account by himself/herself.

May be most of the members want to delete their own accounts but they dont know how to do it.

I have seen members list and found most of the members have create an account but not participated in the forum.

Its my view... ;) Decisions of yours :D
