To make it easy, I copied the part I'm discussing from the sticky in the site submission status forum.
WHEN TO POST:
Wait at least one month after you last (not first time) submitted your site to start a thread here asking about its status.
Wait at least six months after getting a status update from an editor about your submission before asking for the next status update.
If you're coming back to get an update on the status of your site, please do not start a new thread. Reuse the original thread you started. It would probably help if you bookmarked the thread the first time around.

The only part that I don't see any info for is...
If a person does not receive submission status after requesting it, how long should a person wait before bumping the thread to the top?

I've recently fallen into this category (no response at all) and it's been almost a month. Appending this info to the instruction might prove helpful in reducing the amount of people prematurely bumping their threads (including myself).

Never mind... I just found this:
Why hasn't anybody answered my status request?
There are a number of factors which could cause this:
Editors can only look at unreviewed sites in a category where they can edit. It could possibly be that those on the Forum don't have accessto the category
The number of unreviewed in a category is so large that it is impossible for editors with dial-up connections, or computers with limited resources to open it up.
The board is so busy that the request got missed
In any of these cases, if the status request slips to page 3 of the board without being answered, please "bump" it. You do this by replying to the thread - even if it's just to say "bump" - this will bring it to the attention of the online editors.

Sorry, but we have experienced a very big surge in requests in the last week or two, and are having difficulty keeping up. We suggest waiting till your request dropped off page 3 of the list, then bumping it, so I would suggest doing that. However, you may have to so several times, until you catch the eye of an editor who is able to answer. We are trying to find a solution to make your eperience here run more smoothly.
