Multi-language European forum portal: which category?

Where to put this forum portal:

• Not English only (user can contribute in their native languages)
• Not strictly government/politics orientate (thus, it's portal main subject)
• No division by language (the same page/link can have parts in different languages)

Is possible to suggest this link? and which should be the category?

Just pick what you think is the ONE best category and suggest the website.
If it was not the best one an editor will move it to the proper location.
The language in which the members of the forum write is less important, the language of the forum itself is.

The website engine page it's available by itself in ~20 language (like wikipedia, but without the domain "*.wikipedia" separation ), using the direct domain cause autoredirect language (available for the most 10 widespread european languages) withing client browser setting.

So, I do suppose I've to submit the link with the andress: http://~-------------~/index.php?language=english in the global (english) area.
If I'd submit the domain name, and the one who check the link (for example) had his/her browser set in french, s/he will redirect the index page in french (http://~-----------~/Français )

Anyway, I am actually getting the proxy error:

Proxy Error

The proxy server received an invalid response from an upstream server.
The proxy server could not handle the request POST /cgi-bin/add.cgi.

So I had to wait untill able to use a different notebook on different location.
