Your previous submission is sufficiently close that editor can move the submission to the single best category.

The submittal policy says: Submit, once, to the one most specific category that best fits the majority of the content.

That's always good advice. When it seems like an unreasonable restraint, it's ESPECIALLY good and especially important advice.

It's always good to read site descriptions. I would guess that would avoid half the misplaced sites that editors have to move,
