My application won't submit

When I submit my application for a french category it just goes to the english guidelines for writing an application. It doesn't submit it. Any help, anyone?

I'm applying from the category in dmoz.org. I have the application on file, would it be possible that I email it to someone that can set it up and that can give me a temporary password, that I can change once I first log in (if I get the category)?

It's very strange, I know. It happened before, only the second time I tried the problem didn't occur. This time the same thing happens over again.

Anyone know what's going on and how to fix it?

Je veux ce catégorie parce que je fais une application pour une programme (The Legislative Page Program) à Queens Park (édifice du parlement au Toronto), et ils choisissent seulement les meilleures étudiants. On doit avoir une pourcentage d'au moins 80 en école seulment pour appliquer, et ils ont des centaines d'applications. Alors, ce catégorie me donne une avantage.

Would it be possible for you to send my application? That is, if it doesn't work right now. I'm going to try to send it again.

Edit: Non, ça ne travaille pas chez moi. Je l'ai fait deux fois, mais j'ai encore la même page.
