My site was already listed in the ODP

Last year, my website was listed in the prom hairstyles ...ategory? Thanks for any advice. Ginny Beres

No, editors are always supposed to move sites to the correct category. I would guess that at least 25%-50% of the sites I review are suggested to the wrong category. They get moved. I many cases that means a different editor ends up reviewing them.
