No editor for a catagory

i have been submitting a website in...
Regional: Oceania: New Zealand: Business and Economy: Classifieds: Personal Advertisements

but there is no editor for this catagory, i have tried to become an editor but my application was declined.

Can DMOZ editors from other catagories approve the websites?
If not, how can we get our websites listed.
