No "Suggest URL" in my categories

I would like to submit a web site to Recreation:Boatingower Boating:Hovercraft:Organizations.

I would also like to suggest a new category under which I can submit a second web site: Recreation:Boatingower Boating:Hovercraftublications (or Newsletters).

First, there is no "Suggest URL" link on any of these categories. Please advise!

Second, how do I suggest a new category?

It seems you cannot suggest sites in http://www.dmoz.org/Recreation/Boating/Power_Boating/
Recreation: Boating: Power Boatin

and many of the categories underneath.

At this point I do not know why, except that there is some reorganization going on in that area.

The whole Boating tree has been undergoing a reorganization, but I'm not sure why that whole Power_Boating branch had the "Suggest a URL" option turned off. It's now back on. It might take a day or so before the pages actually start showing the "Suggest a URL" link.
