Not able to identify where to submit my site

I am having a really difficult time trying to find the exact location I will enter my URL URL Removed

When I click on "Suggest URL" it gives a whole lot of steps to follow. And asks to click on "ADD URL" It has almost been 1 hour but I am still unable to figure out where.

I had the option to register into the forums luckily but not able to figure out where will I find a Text Box to enter my URL
