Not sure which category to submit

Hello,

I have a new site <url removed> which is a Chinese travel agency that has locations in several cities in the US (See <url removed>)

I tried to submit to a travel related category but each one asks me to go to a locality directory to submit. If I submit each location to a locality directory, will it be considered spam? or is there a general directory that I should submit?

Just suggest it once to the lowest level Regional category which encompasses all of the branches.

(A street address and phone number for each branch would help to convince an editor that the branches exist.)
