Will we get an notification once the a site is listed at Dmoz.org

Sorry, but we don't send notifications. Not when a site is listed and not when it is rejected.

My suggestion then is to make this as a process ,This will Make Dmoz more systamtic and user friendly.And Site will know what is the reason there site were rejected.They will try to improve there site contents or Submission description proprely

A brief trawl through other threads will show you that your suggestion is neither new nor acceptable and will explain the reasons why.
