ODP is an organization of unpaid volunteers [and two or three paid staff] with funding for equipment, computers,etc. from Netscape

The volunteers act as editors and fill the directory with sites. The directory is then available directly from http://dmoz.org/ However, all the data in the directory is available for free http://rdf.dmoz.org/, providing certain rules are strictly followed. Some of the users of ODP data are listed in http://dmoz.org/Computers/Internet/.../Open_Directory_Project/Sites_Using_ODP_Data/

Google is a separate commercial company that runs a search engine, Google is just one of the users of ODP data, and they incorporate ODP data into their results, and also have them listed at http://www.google.com/dirhp

Companies using ODP data are not obliged to keep their copies up to date,
so that is why sites listed in ODP may not appear in Google directory data.

That is why it is important not to ask about directory.google in status request, we have no cotrol of that.

About 4 to 6 months, usually. Google lagging.
