Pardon me, but i see 2 same domain listed

dear sir,
i used dmoz search to find word potala

http://search.dmoz.org/cgi-bin/search?search=potala

but i've noticed there are two same domain listed in this category.
http://www.potalacentre.org.uk

is it possible?

It's OK - it isn't actually a quality control issue, rather a question of understanding how some things in the ODP work.

First, what you get when you go to http://search.dmoz.org/cgi-bin/search?search=potala is not a category - you get a search result with listings in a number of different categories. The URL you mention is actually listed in two different categories, http://dmoz.org/Regional/Europe/Uni...Ireland/Belfast/Society_and_Culture/Religion/ and http://dmoz.org/Society/Religion_an..._Monasteries/United_Kingdom/Northern_Ireland/ . This is perfectly allowable under the ODP guidelines; the first category is in the Regional/ tree where people who look for local things in a particular place might look, and the second one in the Society/Religion_and_Spirituality tree where sites with a focus on religion are collected. The site is presumably (I haven't checked it) about religion (specifically Buddhism) in a particular place (specifically Belfast) and so it is equally relevant for both categories.
