Personal pages: regional or not?

When are personal pages listed in http://dmoz.org/Society/People/Personal_Homepages/ and when in Regional/ categories? If they are listed by the location of their owners, aren't they all located somewhere? This double category system is confusing.

Also, why there are subcategories for surnames that list only one site (see e.g. http://dmoz.org/Society/People/Personal_Homepages/L/Little/ and http://dmoz.org/Society/People/Personal_Homepages/E/Erickson/ )? Why are some surnames provided with their own category and others listed in the long list?

They're not so much listed by the location of the owner as by the contents of the site. Let's say I live in New York and my personal site contains my favorite NY photos, reviews of area restaurants, and my personal reminscences about the city. Then I'd probably be listed in a Regional NY PHP category. On the other hand, if my personal site contained photos of my trips to Nepal and Brazil, my views on politics and religion, and information about my favorite TV shows, then my site would be more appropriate for the Society category than the Regional NY one because it would have very little if any content about NY in it.

Generally, you'd see surname categories created when there are several sites for that surname. If you only see one site, then it means the others that were listed in the category disappeared at some point and were removed from the directory.

Thanks motsa. So my home page is in a wrong category? It is listed in Regional/Finland/ although it has photos from different parts of the world as well as more general discussion on issues related to society.
