Editorial judgment applies. Any real company has a presumptive right to create a listable website -- they have uniquely authoritative information about their goods, services, and prices. But not all companies create such a site. "Business-card sites" and "template sites" (that is, containing business-card information sprinkled over a large collection of non-unique information) are specifically not listable. You need more information (hype is not an acceptable substitute.)
Example: "I'll go the second mile to get the best deal for you" -- pure sludge. "Practicing law for 7 years in Goose Pond, Arkansas" -- arguably information, although not perhaps all that relevant. "Member of Slightly Silly Party, First Church of Chaotic Nonsense, and Goose Pond Chamber of Commerce" -- information... We aren't all that particular about the KIND of unique information -- if we can conceive of some prospective client who might care whether or not you're a believing Chaotist, then that counts.
Remember that these regional editors are genuinely concerned to build up information on the local communities. Give them half an excuse to list the site, and wait patiently for them to get back to that community (many communities are edited by higher-level-category editors who cycle through the little categories in some sort of semi-random pattern).
