If you mean the categories in Arabic at Curlie.org, they are maintained by volunteer editors. You need to apply there to be able to become an editor.

Sometimes it may take a while for an application to be handled. I would say a late response may indicate that the application is considered by the reviewing metas. Applications in some languages other than English may also take a bit longer to handle.
