There is no indication that an editor has ever seen it. You may re-submit.

Listed in two catagories

I think my website can be listed in two different catagories....... One I submitted to, the other is not a catagory yet.....

It would be, Home: Personal Finance: Press release.

Can I sugest a new catagory, even if I'm not listed. And If so can I submit that url to that catagory.........

Check out the submittal policies, and pick the one best category.

We certainly won't create a new category for one site. And I think THAT category is particularly unlikely, even if you found 20 sites. For most subjects, it is nearly always better to categorize as far as possible by _topic_ before breaking down by _medium_. We wouldn't want to leave a site in a more general topic (and thus not easily visible to people looking for material that exactly matches its focus) simply because the site navigation might have modelled in imitation of some obsolete processed-wood-pulp publishing convention.

Yes, wait 1 month after you last suggested the site and ask for status in this thread. Do not ask before this month has passed.

How can I tell if it's been approved and when should I check back.

It would be listed in the directory. That's the notice to all our customers, and all the world.

You can bump this thread in six months for a recheck. But don't think of it as an ethical obligation -- the editing process will go on the same if you don't.
