My guess, though, would be that since they offer web hosting, web design, domain registrations, and SEO services, they'll remain listed under Designers as that is where sites are listed that offer that range of services.

For HOSTING: These are sites and companies that primarily offer web site hosting services.

It would seem open to interpretation as to what the word PRIMARILY means. If I found it submitted to Web Design-Full Service, I wouldn't necessarily move it to Hosting, I might view it as a design company that does also provides hosting. But if I found it in Hosting, I'd leave it there. Some of the sites currently in Hosting:T also do web design.

Exactly. TotalChoice is primarily a web hosting company. They do offer other services but basically as a treat to their hosting clients. They are a web hosting company that offers secondary services.
