It is very easy.
1) go to the category on dmoz.org
2) click the "suggest url" link at the top of that page
3) read the information given on that next page
4) fill in all the fields on the form and submit it
5) wait until an editor has reviewed your suggestion
6) optional : ask in this forum under "Site Submission Status" for the status of your suggestion, but not any time earlier as 1 month after your suggestion
