Posting a multi-regional site

I'd like to check before submitting a site to get the right geographic category. This issue will affect many growing businesses:

Its for a business services group. It has several hundred customers spread across England, Scotland and Wales. It has distinct business operations which work out of several regions: Surrey, Hampshire, Wiltshire, Essex with Manchester starting soon. It uses a central call centre based in Surrey where the accounts department is. It has employees who visit customers mainly in England & Wales and but also services mail order customers UK wide.

It would help for guidance:
a) Should submission geography follow location of customer base, location of business operation or the town where the registered office of the companies is?

b) Which is the best category:
1) Top: Regional: Europe: United Kingdom: England: Regions: -- this seems the best category because the business has customers and operations across the English regions. But the category is empty which scares me to submit it.

2) Top: Regional: Europe: United Kingdom: England: Regions: South East: Surrey -- this doen't really tell the full story as it has significant customers and operations outside of the region (does this matter?)

3) Submissions to each county where there is a significant business operation (would this be deemed spamming?)

4) Top: Regional: Europe: United Kingdom: -- a bit too broad as the group only has a few Northern Ireland customers which are incidental.

(a) As a general rule, most businesses are listed by the locations of their offices, although some are listed by the location of the service area. As you don't specify your business, the former would be the way to go. Some businesses may also be listed by their HQ location (see choice (2) below).

(b)

(1) Possibly Top: Regional: Europe: United Kingdom: England: Business and Economy: ...

(2) Alternatively, Top: Regional: Europe: United Kingdom: England: Surrey: TownName: Business and Economy: ...

(3) you're right. That would be spamming.

(4) In the US, if over 80% of your service area was in an area, you'd list the site in that area.

I specialise in UK matters.

The advice you've received so far is generally correct.

It's possible that you'll be eligible for a UK level listing (because of the UK wide mail order) and an England level one (because of multiple branches in the country and none elsewhere), but not the Surrey one (because you have more than one branch).

Tell us the URL if you want certainty :) .
