If I orginally submitted to the wrong category (and maybe that's why the site hasn't been accepted), how long before I should re-submit to what I think is the correct category without getting penalized for spamming (i.e., posting to two categories)?
I wouldn't be concerned - the editor in the category to which you made your initial submission will move it to the right one if necessary. If you want to check on the current status I believe there is a Submission Status thread you can use. Submissions are not rejected on the grounds that the submitter has selected the wrong category although it can cause a delay in listing.
