Pre submission questions for a rejected site

I had posted over at the 'Site Status' thread about my site www.bridefind.co.uk.
I've made some changes and want to resubmit. When I resubmit the site should I put a note in the submission field that the site has been changed since the last submission? I just wonder if the Editor will even bother looking at it again once it was rejected before.

If anyone has a couple of minutes and wants to offer some feedback on the site (http://www.bridefind.co.uk) all comments will be welcome.

I wish to submit it to http://dmoz.org/Society/Relationships/Dating/Personals/Regional/Europe/
it was originally submitted and rejected in http://dmoz.org/Society/Relationships/Dating/Personals/Regional/Europe/Russia/

Editors should always check submitted sites, and not just delete them. However, by all means, please do mention how the content has changed in your submitted description. It certainly can't hurt, and it may help the editor find the new content when reviewing the site.
