So I submitted my site about 3 years ago. Then again after about 2 years ago. This summer I offered to become an editor of the most relevant category or even to propose updates from another editor to review.

You would have received an email whether or not your editor application was successful. Unless you were asked not to re-apply, you are very welcome to do so, after taking into consideration the matters raised in the email of course.
As for your site suggestion, there are no time frames for review, because we are all volunteers. We hope you can join us!

It depends when this "about 2 years ago was".
Two years ago (december 2006) we had a crash of our servers and lost most of the sites that were waiting review. If you did not suggest your website in 2007 or 2008 you are free to suggest it one more time.
