Problems Finding "Add URL" in Categories

I have searched through several categories and subcategories under "People" and have not seen a link where I can add my website. What I am missing? Where is the ADD URL link displayed on the page.

The "suggest URL" link appears in the top right hand corner of a category. In some categories however, the suggest a URL feature is disabled. The help page explains further.

Since DMOZ is experiencing some technical problems at the moment the entire suggest URL feature is unavailable.
