prolem getting listed

Is there anything like yahoo express were you just pay a fee for high ranking with goggle or any other major search engine?. If there is does it get ranking on other engines besides the one you pay to be on? I would consider the various pay for click, adwords and other type of paying for placement but it seems to risky and might be to expensive so I am investigating doing it this way and comparing prices before I go with yahoo express.
