Question about incomplete websites

We have a free, volunteer based website that is so large and complex it will not be completed for years. Will this still keep us out of dmoz.

There is a difference between an incomplete website (will not be listed) and a website that keeps on growing (can be listed)
If your site has any text like "coming soon" or "under construction" it probably is not complete enough yet.
