Can a website be succesfully submitted if its just links to other companies? IE: www.cheap-cellphones.com

A site with only a short list of links to other pages won't be listed, although the editor will probably mine the list and add the links directly.

Would they mine the list with the referring info, or just the direct link without the /etc,etc,etc...

If the sites in the list were worth listing, the editor would remove all of the affiliate tags before listing the site.
