If the translations are not machine translations, the site can be submitted to the World category for each language it is available in.

Also, to meet the requirement to submit only the root URL, design the site so the front page has clear clickable links to the parts in the other languages.

So do not submit root-url/english-root, root-url/french-root, etc. only root-url.
