Okay, I've submitted a site to: http://dmoz.org/Arts/Visual_Arts/Painting/Painters/Photorealism/

I also feel it will fit well in:

http://dmoz.org/Arts/Visual_Arts/Painting/Painters/Pastels/

Should I submit my site to the latter category even though I have the site already pending in the former?

And I'm probably correct to assume that when I submit the site to the second category I will have to wait a month from that date to inquire about both?
Or are the two submissions independent of each other?

No, do not resubmit.
As the guidelines say "suggest the site to the ONE best category"
The site will only be listed in one (1) category.
If the reviewing editor also thinks the other catgeory is a better place for your site (s)he will move it to that category.
