I have been watching a category for a few months and it has always had (267) listings. I noticed a couple of days ago (July 6th) the editor made an update to the category (timestamp changed at the bottom).

When I click on the editors name, it lists the category with (275) listings verses the (267) next to the public link. Does this mean the editor added some sites and there is just a 4+ day delay before the changes go live?

Changes in listings are live "almost" immediately -- nearly always, they are visible within seconds on the "master copy" of the category page on the "main" server. Only editors can see that -- directly.

But there are several publicly-visible servers, and those changes propagate to them asynchronously. That might happen immediately, or up to about 9 days later, depending on how often the page is next viewed on that server, and how busy the servers are. So don't think of it as a "4+" day delay: it's really a "0 to 9" day delay.

The delay between updates in a category, and the counters visible on the editors public profile page can be very long. Thus, the profile counters are almost always much older than the current category sizes, and the only thing you can know is that the category has had that size sometime in the past, possibly months ago.

What does the "Search database last updated on: Sat Jul 1 03:21:08 EDT 2" refer to at the bottom of the page for every search I do?

The DMOZ Search uses its own database which must be filled with entries from the DMOZ directory. This date shows when the search database was last updated. It normaly is a few days to a few weeks behind the directory.
