Most companies are eligible for the consideration of a URL in both the topical and regional parts of the directory.
Regional consideration is almost always based on where a company is located, not wher it markets, sells, wants to be, or anything else. There are exceptions, but they would not apply to you. In REgional, as in other parts of the directory, if there is not a specific subcategory, you would submit one level up in the tree. So, for example, while there is a Regional/North_America/United_States/West_Virginia/Localities/H/Huntington/Business_and_Economy/Entertainment_and_Media/Music/Recording_Studios
If you were located in the community of Nowhere, you'd submit to Regional/North_America/United_States/West_Virginia/Localities/N/Nowhere/Business_and_Economy/Entertainment_and_Media/Music/ and if that subcat did not exist, you would submit to
Regional/North_America/United_States/West_Virginia/Localities/N/Nowhere/Business_and_Economy/Entertainment_and_Media/
If your site is in a single language, and you submit to more than a single topical and single regional regional category, you have most likely violated submission policies, and depending upon the severity of the offense, could jeopardize having any site listed.
Please note that having submitted in August and not being listed is yet is not an indicator of anything. Go to the Site Submission Status forum and submit a properly formatted status request and find out the exact status of your suggestion. Remember, too, that it is not as uncommon as we would wish for a site to wait in excess of a year (sometimes in excess of two years) before an editor looks at it.
Hope this answers all of your questions.
