Suggesting your site to the directory is free. Paying for a listing will get your site banned.

At the moment, the functionality for suggesting a site to the directory is down, see this post. As soon as the servers are back online, you should go to http://www.dmoz.org, find the most appropriate category for your site, and click the "Suggest URL" link at the top of the category page to suggest it there. Please try to find the category that is most specific for your site. You only need to do this once. An editor will review your site suggestion at some point, but it is impossible to know when that review will happen - it can take days, weeks, months or years.

Suggesting your site for review is free. There are no costs involved, and no way of paying for a faster review or a guaranteed listing.
