Regional listings

What are the guidelines under which a regional listing is appropriate? I understand the submission has to go under the narrowest regional category in which there is a physical presence - but what kind of sites would be considered? Looking through regional listings around my area, I see a few scattered government links. I understand from discussions in the site submission forum that links to local businesses are also OK. But obviously, personal homepages don't go there, even though people obviously have a physical presence in their locality. So what is the criterion for listing-worthiness at the appropriate regional level?

Personal homepages that might be appropriate to a Regional category could go under a Society_and_Culture subcategory in the locality.

Another example, a site that provided free online maps of a country would go in

Regional/Continent/Country/Maps_and_Views

If it provided maps for one city only it would go in Regional/Continent/Country/Province/City/Maps_and_Views

If it provided maps for several cities in one Province only it would go in Regional/Continent/Country/Province/Maps_and_Views

But a company that sold maps of the whole country would go in Regional/Continent/Country/Province/City/Business and Economy based on it's address - if it had several stores across the country it might go in Regional/Continent/Country/Business and Economy

Since I'm not an editor, I can't follow the first link. The information in the second link primarily talks about in which places to list. The relevant statement about listing at the locality level is:

Sites for entities with a "brick and mortar" operation in the locality, and/or where the operational area has significance only to the locality and its vicinity.

"Operation" sounds like a commercial or transactional entity, not a mere presence, hence the assumption about personal homepages I voiced in my first post. I'm still not completely clear on the guidelines, but I'm starting to lean toward considering submitting my site in the regional category. Just didn't want to waste anybody's time with a futile effort :)
