Once upon a time, there was a site that was bad. It was an affiliate farm.

But eventually, after finding out he had done something to get his site banned from ODP, the site owner changed his ways and reformed his site. It is now a content site with Adwords only. It has far more content than it does Adwords.

But, alas, the site owner could not get anyone to look at his site again because there was a "do not list note" written about it.

How can the site owner get an editor to look again and live happily ever after?

Ahh, but how do you know it is banned?
Sites don't get banned for their content or lack of content.
Sites could get banned for very aggressive submissions (suggest it to large numbers of nonrelated categories) or if you tried to bribe an editor

Seems to me a good thing to do. But you should and could have done that regardless of your chance of being listed in DMOZ.

That is very easy. Suggest the site again. You could add a little note at the end of the description like [site has undergone major change]

Or for being an "affiliate farm," as indicated on the "do not list" note by a meta.

Please, I don't want to get into an argument. I am only asking a question that I would bet many people would like an answer to.

Like the other 2 times I asked you.
How do you know there is a "note"?
BTW there is not such a thing as a "do not list" note.

If you can give us any proof of
- it is banned
- a "do not list" note
we can look into the situation, maybe one of the notes (yes, it is possible to attach notes to a site) is misinterpreted by the person giving you this information.
