repeated submissions

hello,

during the last two years, i have submited my website,
http://www.lottojet.com, more than once to (with no success so far):
Top: Games: Gambling: Lotteries: Software and Tools

is there a penalty for trying to submit more than once?

If it's just a few[1] times to the same category, no. All that happens is that each one overwrites the previous one.

Of course, if an editor chooses to handle the pool of waiting URLs in suggestion date order, your actions keep forcing it down to the bottom of the heap. Perhaps you ought to stop doing it.
