Thank you for your advice and information provided. I'm suspecting real abuse and not just delay or failure to list.
The problem is that the suspected category is under Top:World and I sadly presume that not all of the meta-editors are polyglots.
Could you please advise the best solution in such situation?

What I said. If a meta doesn't understand the language well enough to deal with your abuse report, s/he'll pass it along to one who does - obviously.
