It may be a better site, have better info and be one of a kind that makes it different and possibly should be included and still may not be.
Of course. How could it be any other way? We can't know which sites are "better" (assuming that's an applicable concept, which it's not, as pvgool pointed out) until we've reviewed ALL the sites. Which we haven't.
So we just keep reviewing one at a time. When we come to the end of the internet -- we'll stop, cut the final directory, close down the forums, and go look for something else to do.
Until then, for all we know, there may be different, better sites, that haven't been reviewed. That's why we are still reviewing sites!
Footnote: in fact, the ODP does list the large majority of the most valuable sites. How do I know this? For years, in casual surfing, I've run across sites that were so unique, so compelling, that I dropped everything to go login to the ODP to list them. And nearly all of them were already there. Try the experiment yourself, with sites that have nothing to do with you personally. YOU'LL probably be surprised at what you find.
