Rules for new ownership of domains/sites listed?

Hi,
What are the rules for new ownership of sites/domains?
Is it only if the content of the site changes that you revaluate the site or is it always when a domain/site changes ownership (whois info)?
What happens if a site that is listed drastically changes the content. It might not be that easy to spot for you?

For very obvious reasoins, we don't talk about how we spot sites that changed content. There are some ways of doing so. Usually sites change in a "bad" way - from normal to Adult content, change to not unique content, ... If we spot that one by ourself we simply remove it without much talking involved. If someone sends in an Update URL request we might consider moving it.

If you bought a site and change it, feel free to submit an "Update URL" Request to have it rereviewed.
