Why as a criteria to be an editor is the following required
"Please give details, including URLs, of any sites that you have designed, either in full or in part. "
By this criteria, it would exclude anyone who may be an expert in that field. For example, even though you may have authored various books or given seminars on a selected field
you would be denied as you havent taken the time to master web programming.

By this logic, it assumes a junior web programmer would have more knowledge on an area than a senior expert in determing which sites should belong to a category.

No, it's just "full disclosure" so as to be forthright in any possible conflict of interest and or special knowledge in the area. Don't assume that this will cause your application to be denied, it might even help it.

Being a webmaster or having a website is not a requirement to become an editor. This question is asked so that potential editors can declare all of their affiliations and can demonstrate that they are not giving their own sites preferential treatment.
