Many things can cause a site not to be listed, or even delisted.

This is the ODP, not the Laws of the Medes and the Persians. Any site, listed or not, can be reviewed by category editors -- and any changes in the listing deemed appropriate, can be made. My own edits include tens of thousands of deletions.
We don't ask why editors choose to review one site rather than another. We thank them for the sites they review.
