The reason I didn't provide a link is that the subcategory "Society and Culture: Religion" does not exist yet in http://dmoz.org/Regional/North_America/United_States/California/Localities/C/Cardiff/

It' not very clear how can I request the creation of a new subcategory.

The site is waiting in the category you specify.

There's no official process for requesting a new category. If you submit half-a-dozen church sites, the editor will probably create the "Society" category and its "Religion" subcategory on his own initiative. If you don't, the editor will list the church site in the Cardiff category until enough other sites appear to justify the subcategory.
